The Ministry of Finance sells gold and foreign currency to the Central Bank, and the latter, in order to pay, issues rubles at the exchange rate. Operations with the Reserve Fund, the predecessor of the NWF, followed the same scheme. "The Reserve Fund is kept in currency in the accounts of the Central Bank and sold to the Central Bank. The Central Bank prints money to buy it, and emission financing is provided," Alexei Kudrin, former head of the Accounts Chamber, described the mechanism.
The Central Bank conducts compensating operations of so-called "mirroring": it sells a part of yuan from the National Wealth Fund on the stock exchange, withdrawing the "printed" rubles from circulation. Thus, the operations with the National Wealth Fund amounted to Br4.5 trillion, while the exchange interventions amounted to only Br300 billion. Last year alone, the Central Bank "printed" Br1.3 trillion for the budget and another Br1 trillion for state-owned companies, according to the Ministry of Finance. The injections into the treasury took place in December, when 55.5 billion yuan and 58.9 tons of gold were sold to the Central Bank.
