Agency capabilities in the Sector were also problematic; until October 7, AMAN had very limited intelligence sources. Unit 504 ceased activating agents in the Gaza Strip in 2010, the IDF closed its OSINT unit, and live listening to Hamas portable radios was discontinued.

Gaps in AMAN's work were identified, including proper processing of assessments, potential scenarios, surveillance programs, and others.
