Now under the first part of this article criminal punishment is threatened if a citizen has already been punished administratively within a year.

In the explanatory note, the need for such a toughening is explained by the fact that in 2023, almost half of the administrative cases on such violations contained propaganda for the use of violence. But this is "an extreme form of abuse of freedom of speech," the government writes, and the administrative punishment for this is too mild.
In addition, the authorities are simplifying the process of recognizing groups of citizens as banned extremist organizations. Previously, a special list of the Ministry of Justice included only those organizations that were officially recognized as such by the court and banned.
