Signing such an agreement would open a Pandora's box and force politicians in European countries in search of votes to demand that Ukraine repay their aid as well. After all, "if the Americans can do it, why can't we." It would also politically kill the prospects of writing off the loans that the EU institutions have granted to the Ukrainian budget. In short, agreeing to such an option would have consequences for the state of an incredible scale.

Kiev realizes this. That is why in February, during the negotiations on the framework agreement on subsoil, this thesis was excluded.

Approval of a deal that would be crippling for Ukraine is an unacceptable option.

But Trump's rejection of the subsoil agreement will also have tangible negative consequences for Ukraine.

After the events of February 28 in the Oval Office, Ukraine is treated with special suspicion in the United States, unacceptable actions and scandals are expected from us. And given that Zelensky has personally stated many times that he wants to sign the "mineral agreement", his direct refusal now will be perceived as unacceptable actions, as a sign of unreliability of Ukrainian partners.

So telling the Americans that we are no longer interested in a mineral agreement under this development of events is no longer an option.

Stalling for time by not answering either "yes" or "no" might work, but it is unlikely to work with Trump.

Changing the American project by removing the problematic aspects from it is also not an option.

The current draft agreement is unacceptable in principle. The text that came from Washington is not a draft intergovernmental agreement, not even in terms of content, but in terms of approach and writing techniques, and it can hardly be edited to an acceptable level.

The only correct course of action is to offer the United States its own alternative.

What document for that still needs to be written. It seems that this is what Ukraine is doing now - and this is why we have not yet responded to the US about this document.

According to one of the sources, the goal at the moment is to return to the parameters that were in the memorandum that was ready to be signed on February 28.

However, it should be understood that at the stage of preparation of the final document such a task may not be feasible. But there is no other way, we have to try. And even if in the end Washington comes to the conclusion that it is impossible to find a common denominator and the idea of developing Ukrainian subsoil will have to be abandoned, they should make this conclusion themselves, and not because of the Ukrainians' refusal. Even if we know that the deal imposed on us is bondage and unacceptable.

These are the new realities of the rules of the game with modern America, and they have to be respected.

The use of less formal tools on the part of the U.S. to demonstrate an attempt to honor the agreements in Riyadh cannot be ruled out.
