In such cases, medics recommend cutting off wet layers, if possible, and wrapping the casualty in dry materials: partially using the contents of backpacks, tarps, or even wrapping him with polyethylene to create a greenhouse effect. However, when resources and time are scarce, speed is key: the sooner a casualty gets into a warm room, the better his or her chances of survival. Training personnel in the rules of "layered" isolation and equipping first aid kits with additional warming pads is the minimum that can save dozens of lives in conditions where cold is as much an enemy as a bullet.
