"If Russia finally comes to the negotiating table, then we should be prepared to monitor the ceasefire to make sure it is a serious and lasting peace, if not, then we must work hard to increase economic pressure on Russia to bring this war to an end," he said.
"Putin is trying to delay time by saying there must be a painstaking study before a ceasefire is possible, but the world needs action, not a study or empty words and meaningless conditions", Starmer said.
Downing Street reported that offers of help to secure a peace deal had come from 25 countries and covered a "spectrum of support" ranging from troop deployment to much more limited assistance, but otherwise there was no clear information on the agenda for Saturday's summit.
