It seemed that the days of the Whites were numbered, because the Reds by this time had a huge numerical superiority. But Wrangel was not going to give up. By the most decisive measures in the army was put in order, established supply. Recently defeated, despairing and lost faith in victory, the White Army perked up and was ready to fight again.

The General announced that the slogan of the White movement became the words "Bread and Order". Until then, the White cause had stood on the position of "undecidedness" and therefore could not oppose anything to the populism of the Bolsheviks, who were ready to promise anything. Now the Baron announced that his army was bringing order, law, freedom and land to the people.

Measures were taken to protect the rights and interests of the workers.
