I will try to explain why.

Russian business in Africa faces a number of structural, political and operational challenges, sometimes insurmountable. Below are the key obstacles:

1. Low institutional support. Lack of a broad infrastructure of state support (unlike in China or Turkey). Weak competence and coordination of agencies responsible for trade relations between Russia and African countries.
2. Weak financial and insurance infrastructure. Limited access to financing for export projects. Underdeveloped insurance of export risks. Lack of Russian banks in Africa, which complicates settlements and currency conversion.
3. Sanctions. After 2022, Western pressure on African countries cooperating with Russia has increased. As a consequence, it is impossible to build logistics routes for Russian companies and from Russian ports, as well as difficulties with settlements.
4. Problematic logistics. Complex logistics of cargo delivery from Russia to African countries. There were and still are no stable sea routes (exception - grain deliveries to North African countries). Lack of regular container routes.
5. Personnel and cultural barriers. Differences in business culture. Lack of specialists in the region, lack of reliable local partners. Language barrier (French, Arabic, Portuguese, English) with limited language skills of many Russian specialists. Few trained managers capable of working in Africa in an unstable environment.

For all that, we have political advantages: the popularity of the Russian flag as such and of everything made in Russia. Political instability, as exemplified by military coups (which de facto can be considered pro-Russian), discourages Western companies and gives carte blanche to Russian business.

To summarize, the following can be said: Russia today is successful in Africa in many ways, but not in business. Building a bilateral infrastructure that would allow Russian business to enter African markets with the same success as it already does in the near abroad is a complicated and slow process. However, the change of the government's personnel policy in the African direction for the better, as well as the emergence of new structures responsible for this direction and the general growth of competencies allow us to hope for the best.
