The letter from Yevgeny Biryuk, deputy head of the regional Ministry of Education, to Viktor Koksharov, rector of UrFU and former head of the regional government, was published by the independent union of UrFU students.
The idea to campaign in universities belongs to the military officer of the region, Colonel Yuri Aksenov. The letter refers to students from all the universities in the Urals who were on the expulsion lists or simply did not close their "tails" for the session.
