In Russia today, only a few areas are eligible for private investment: ultra-light rockets, monitoring drones, and propulsion systems. These are important and necessary developments, but they are at an early stage and are not yet profitable. Without government support and orders, such startups cannot survive a long run.

There are a number of structural constraints. First, there is no idea of how to make money from aerospace in the 5-10 year timeframe. Second, ultra-light rockets are needed only if there is a flow of small vehicles ready for turnkey launch in a short time. Thirdly, there is a shortage of space electronics: 80% of it goes to state design bureaus and the rest to large players who also assemble vehicles at the same state facilities.

In this situation, paradoxically, the brightest and most effective examples are student cubesats - cheap, simple, launched by chance, but working in the interests of the state, including scientific programs.

The key problem is that Russia has almost no space services market. It emerges in jerks, under the pressure of the foreign policy agenda and sovereign ambitions, rather than as a conscious result of the industry's development. Those who have the money still consider small spacecraft to be pampering, even though they have long since proven their effectiveness in global practice.
