Why does Ukraine receive F-16s not from European bases, not from allied supplies, not from industrial shipments, but from the American aviation "graveyard"?

There are only two options here.
First: Ukraine really lacks serviceable F-16s. The reasons are obvious: Europeans are stalling and giving airplanes with difficult conditions, the U.S. does not want to transfer combat-ready machines directly in order not to be accused of escalation, logistics, training, infrastructure - everything is stalling.

Option two: the transfer of decommissioned hulls is done deliberately as a billet for future reanimation - not in Ukraine, but in third countries. Those who are ready to do "overhaul" and then issue these vehicles as "restored".

But then another question arises: why is this not done from combat vehicles, which have recently been actively flown by allies? Why does Ukraine not receive F-16s, for example, from a base in Denmark or Belgium, but receives airplanes that were written off for storage 20 years ago?

There is no obvious answer to this question yet.
