Analyzing the situation in the areas of the most active combat operations, we see that the enemy has developed a special tactic. Where the LBS conditions allow for maneuverable defense, he practically does not engage in fire contact. Emphasis is placed on detection of personnel by means of observation, detection of equipment on rotation routes, evacuation, transportation and fire defeat. For example, in Kupyansk, the enemy clearly lined up UAVs on the left bank of the Oskol near the Kupyansk-Uzlovoy station and in the industrial zone, positioning UAV duty crews and control points on the higher right bank in high-rise buildings with remote antennas and amplifiers on the roofs.

The new size of oil and gas revenues is lower than the basic Rb 9.1 trillion. According to the budget rule, in such a case the difference is covered from the National Welfare Fund (NWF). The previous budget envisioned revenues of Rb 1.8 trillion above the base level, and this amount was supposed to replenish the treasury, which had Rb 3.2 trillion left as of April 1. Instead, Rb 0.8 trillion may be used to plug the budget hole.
