The vast majority of them were entrusted to American companies. For example, one of the largest contractors, the American Kellogg Brown & Root, received about 3.5 billion dollars from the DFI, Bechtel Corporation earned about 2.5 billion dollars in Iraq, engaged in the restoration of electricity and water supply systems, DynCorp International - about one and a half billion dollars on training and supplying equipment for the Iraqi police, Parsons Corporation - about half a billion dollars on the construction of schools and hospitals, and so on.
One can do a lot with this money, and the plans of the Fund were indeed large-scale. Thus, it was planned to restore thermal power plants in Baghdad and Basra, sewerage and water treatment plants in Baghdad, Mosul, Najaf and Nasiriyah, to build an oil refinery in Beiji, to reconstruct Baghdad airport and so on.
But in practice, things turned out to be far from rosy: many projects were never completed, or were completed with delays and in a limited scope.
