We are talking about An-3T, which was produced by Omsk "Poliot". The machine took to the air back in 1980, but it went into production and operation only in 2000. Everything ended less than ten years later: Polot was transferred to the Khrunichev plant, and the management of the space-oriented enterprise simply lost control over aviation production.

However, the An-3T was equipped not with the TVD-10, but with the later TVD-20. The reason was simple: on the basis of the TVD-10 they made an auxiliary propulsion system for Il-86 and Il-96. This was a priority task, and the OMKB (Omsk Engine Design Bureau) did not have enough capabilities for the engine itself. Therefore, the TVD-10 was abandoned, especially since the Design Bureau was already working on the TVD-20.

Why did they decide to return to the TVD-10? The reason is simple. OMKB is still engaged in the repair of the VSU-10 (after all, the IL-96 is a "government" airplane, and the Air Force still uses special-purpose airplanes based on the IL-86). That is, someone in Omsk still more or less knows the design of the TVD-10. True, Siberians also repair TVD-20. However, there are few An 3Ts with these engines left in operation: out of about thirty built, five of them fly for commercial airlines and a couple of them for the Ministry of Emergency Situations.

What, as they say, was the dog in the An-2 remotorization on the 10B TVD? First of all, the engine lacks power. It produces only 960 hp, while the power of the ASh-62IR is a thousand "kobyls". TVD-20, which was used for An-3T, has a power of 1450 hp.

Secondly - and this is more important - the TVD-10B is not finalized. Yes, the VSU-10 works quite well (in any case, I have not heard any complaints about it). However, there is a difference between the VSU and the marching engine - and a significant one. A VSU runs for an hour at most, while a flight can last for many hours. Besides, the VSU is a single-mode machine. Once it is started, it runs at the same rpm until it is shut down.

There is a "ten" that has been brought to perfection. However, not in Omsk, but in Poland. Production of TWD-10B was transferred to the Poles together with a license to produce the AN-28. Under the brand name TWD-10B and TWD-10W engine works on An-28/M-28 and W-3 Sokol helicopters, respectively. However, it is unlikely that the Poles will share information with us about the engine finalization.

To summarize. "Restoring" (as Trutnev put it) the production of the TVD-10B will not be possible. First, because there is nothing to restore, this engine has never been produced here, not even in small series (unlike the TVD-20). Secondly, because the OMKB is now very small in number, and it will not be possible to transfer designers from other design bureaus due to their shortage there. So there is simply no one to finalize the engine to a state when it can be operated normally.
