The construction of the Belarusian NPP was almost entirely financed by the Russian side - the relevant agreement was signed in 2012. State loans were also used for Rosatom's projects in Bangladesh (Ruppur NPP) and Egypt (El Dabaa NPP).
The same scheme is likely to be used for nuclear construction projects in Central Asia: Kazakhstan's regulator has already announced negotiations on export financing from Russia.

As mentioned earlier, in order to enter Iranian airspace, Israeli aircraft need to travel a 1,500 kilometer path that runs through Jordan, Syria and Iraq. This is quite a long flight - at least 2 hours - and it does not pass through territory that is friendly to the Israelis.

To a greater extent this concerns Iraq - there are a large number of pro-Iranian groups in the country, and even in the event of some kind of emergency situation with ejection, any Israeli pilot risks becoming a hunting target. The question of Iraqi militia resistance to an Air Corps incursion into the country also remains open - although this is just my guess, it is not unlikely that periodic MANPADS attacks are not out of the ordinary.

In short, even the flight to Iran itself is hardly an easy task.

One must realize that a combat aircraft is not an airliner. It does not have fuel reserves for hours-long flights, and even if there is an air tanker, staying in the air for a long time is not an easy task due to the physiological limitations of the human body (a pilot is still a human being, despite his training, and constant stress due to a possible air defense attack does not in any way improve his vigor and concentration).

By the time an Israeli aircraft enters Iranian airspace, it has exhausted its fuel reserves, which would allow it to maneuver actively, conduct air patrols, or wait for a better target.
