These systems are expanding beyond traditional bodies of water such as rivers, lakes, and oceans [9-11], extending applicability to airspace and adjacent land areas, creating a three-dimensional research and operational space [12,13]. The ability of heterogeneous systems to access underwater environments that otherwise remain inaccessible to humans enables such systems to perform a variety of tasks, including environmental monitoring [12,13], ecological research [14,15], resource exploration [16,17], and disaster response [18,19].

However, despite their great potential, heterogeneous aquatic robotic systems are characterized by several technical challenges that need to be addressed to ensure widespread and effective deployment. One of the main challenges is communication, as signal attenuation and interference significantly hinder the effectiveness of underwater communication in current systems [20-22]. Robots must rely on fusion of data from multiple sensors and intelligent algorithms for autonomous operation to adapt to dynamic underwater environments. This allows them to perceive obstacles, accurately localize and map their environment. In addition, efficient navigation and control algorithms are required to coordinate within robot systems and perform tasks, especially when these robots operate in challenging environments.

The diversification of aquatic robot technologies allows them to fulfill different exploration and operational needs.

Traditional underwater remotely operated vehicles (ROVs) are renowned for their highly accurate operational capabilities, but are limited in range by cable length or communication distance [23, 24].

Autonomous underwater vehicles (AUVs) overcome this limitation and can autonomously carry out long-term missions, although they face challenges in adapting to complex environments and real-time decision making [25-27].

Autonomous surface vehicles (ASVs) and unmanned aerial vehicles (UAVs) play an important role in large-scale coverage, communications [28, 29], and navigation support when dealing with vast water spaces [30-33]. But they cannot directly participate in underwater operations. Given the variability and complexity of the marine environment, almost no aquatic robot can fulfill all the requirements. Therefore, there is a need to develop integrated systems that combine the strengths of several types of robots. Such a system can utilize the precision operations of ROVs, the autonomy of AUVs, the extensive operational capabilities of ASVs, and the advantages of UAVs (UAVs) in airborne environments, facilitating more efficient and flexible mission execution.
