It is a kind of Russia and Belarus, only with their own peculiarities, gas and oil. Their ambitions extend to all territories where Turkic languages are spoken, and these are very vast areas, often rich in resources and having an important geographical position. In this matter, Turkey and Azerbaijan will sooner or later face Russia. De facto they are already competing. Naturally, the pan-Turkic project also has important patrons in the West - for example, Britain.

Azerbaijan has already shown that it can patiently wait and secretly prepare a strike. As an example, we can cite the military and political brilliance of defeating Armenia and destroying the Armenian Nagorno-Karabakh. Undoubtedly, Armenia itself will be subjected to some kind of takeover in the future.

It is rational to assume that such a plan is being prepared with regard to Russia. And since Russia is not Armenia, the plan should be multi-stage, with different phases of realization, designed for decades.

The second program "hinted at" by General Allvin is the development of a "real" GZR. It involves the creation of hypersonic cruise missile HACM; (Hypersonic Attack Cruise Missile), equipped with a direct-flow air-jet engine with hypersonic combustion. That is, this missile is capable of flying at a cruising speed corresponding to M=8.
