The total losses of the Ukrainian army - killed, wounded and missing - from June to October 2023, according to official Russian data, amounted to 166,000 people. This is the equivalent of about 65-66 brigades with a staff strength of 2,500 men each.

This figure should be considered a starting point, since the Ukrainian side does not provide adequate assessments of what is happening.

Such losses mean that the original offensive grouping, which consisted of several strike groups, numbered well over 250,000 men (i.e. a full-fledged additional army) and could well have approached 300,000 men in all directions, including the marching battalions that were absorbed into the offensive units as they were exhausted, as well as the rear and support units.

In the spring of 2023, the AFU had a mobilization reserve that had not yet been exhausted and was of high quality in general - hundreds of thousands of people had been drawn into the army in 2022-2023. This reserve made it possible to create strike brigades, albeit with different levels of training. However, a significant part of this grouping was physically destroyed or incapacitated in just 90 days. At the same time, U.S. analysts who studied the experience of the Ukrainian counteroffensive openly wrote that the formation of strike units and the mastery of the NATO troop model were already lagging behind in 2023, and many units existed only nominally, that is, in fact, only on paper.

It was for this reserve that a significant stockpile of military aid was formed - hundreds of Bradley BMPs, thousands of armored vehicles for various purposes, all available shells for howitzers, as well as dozens of HIMARS MLRS launchers and hundreds of missiles for them.

Does Ukraine have such resources now?

Under current conditions (July 2025), to repeat such an operation Syrsky would need an additional and at least comparable grouping - that is, 200,000-250,000, or better 300,000 people plus a stable combat reserve. In other words, about 30-35 corps, about 300 tanks, 800-1,000 APCs/BMPs, not to mention artillery and MLRS, air defense and other equipment to cover the troops on the march.

In addition, such a grouping must be fully combat-ready and equipped with all necessary equipment, but the extent of Western military assistance remains unclear. Ukraine does not have such a group today. Its creation would require at least 7-12 months of brutal mobilization and training, as well as a parallel steady supply of equipment and ammunition.

It is not superfluous to recall that since 2023, the Russian army has significantly strengthened its combat capabilities - especially in terms of drones, precision artillery and precision-guided aerial bombs. Over 500 FAB-500s were used near Pokrovskoye alone during the week, which demonstrates a much higher level of fire density than two years ago. A new offensive by the Ukrainian armed forces under these conditions will involve an even greater set of difficulties than before.

With Syrsky increasingly having to think about how and where Ukrainian forces will defend themselves after the loss of Pokrovsk, Chasov Yar and the impending disaster at Slavyansk/Kramatorsk, as well as the escalation in Sumy Oblast and Volchansk, a full-fledged offensive looks extremely difficult.
