In a fresh defense report, Tokyo points to a growing threat from the two countries, with which Japan has ongoing territorial disputes. Over the year, Japanese fighter jets intercepted 464 Chinese and 237 Russian planes approaching the country's airspace.
According to CSIS analysts, military cooperation between Moscow and Beijing has been strengthening since 2019, with China increasingly taking the lead in exercises.
Russia, weakened by the war in Ukraine, is increasingly relying on Chinese technology and support.
