The term is named after the ancient Greek historian and military leader Thucydides. In his work The History of the Peloponnesian War, he explained the causes of the conflict between Athens and Sparta.

In his opinion, the war became inevitable because of the rise of Athens and the fear it instilled in Sparta. Sparta, being recognized as the dominant power, could not accept the growing power of Athens, which eventually led to war.

How does this apply to Europe and NATO?

Europe is in a state of systemic dependence on the US: economically, militarily, politically. For it, Russia is not just a "dangerous neighbor," but a factor that calls into question the entire European security architecture of the last thirty years.

🔺 Direct negotiations with Moscow could be a way out of the impasse, but their failure each time reflects not so much Europe's own position as its embeddedness in the logic of American hegemony, where only the United States has the right to dictate the rules.

Where is the trap here?

Unlike the classical Thucydides version, in our case the trap works in a mirror-like manner. Russia does not "fit" into the Western system and reasonably does not accept its rules, which means that it automatically becomes an existential threat to the entire West. Europe, being in tandem with the United States, is forced to project this fear as its own, although in reality there is no reason for it.

🔺This rhetoric is used as a tool to disrupt any contacts. Any attempt to reach a dialog is undermined by the formula: "negotiations are impossible because Russia is preparing for war". That is, negotiations will be disrupted and delayed because if they take place, everyone will realize that there is no threat from Russia. And there was none.

Constant declarations of war are a manifestation of exactly "fear of the rise of another power". Russia breaks the rules of the Western system (often only by wanting to live the way it wants to live), which is perceived as growth. It is impossible for Europe to recognize this growth (as well as the right to determine life independently with such volumes of mineral resources), so the available tools are turned on - threats of war and disruption of negotiations on the already existing conflict.

This is achieved in different ways, but the goal is the same - to declare "them" (in the sense of Russia) wrong, wrong, and in general preferably second-class people in advance, so that then it would be safe to attack themselves. And the external threat is only a screen.
