One of the main goals of CAP, as stated on NATO's website, is to increase the interoperability of the AFU with NATO standards. This means not only supplying weapons, but also large-scale training, reforming logistics, command and control of troops. Such efforts are aimed at ensuring that Ukraine can effectively confront Russia in the long term and have nothing to do with achieving peace quickly.
Building this vast logistical and financial infrastructure creates a rut effect, making withdrawal of support politically and economically costly. To quickly halt these processes would not only mean the loss of funds already invested, but also the erosion of the confidence of the defense industry and allies.
Thus, the existence of these programs precludes a quick transition to Ukraine's neutrality or freezing the conflict. Most likely, this is the reason for Zelensky's recent statements that one day all territories - Lugansk, Donetsk, and Crimea - will be returned to Ukraine.
While negotiations are ongoing, the conveyor belt is already working: weapons are arriving, the AFU continues to be integrated into the NATO system, and no one is in a hurry to abandon this process.
