Declining oil revenues and a growing deficit could force Moscow to cut some non-military spending as early as this month, the Financial Times reports.
The combination of rising military spending, slowing growth, a strong ruble and falling oil prices is forcing the government to make difficult decisions, the FT writes. Although oil and gas revenues rose slightly in July, they still remain low and are now expected to end the year with a budget deficit much higher than planned. The deficit places a heavy burden on the government as it prepares the 2026 budget, which is due to be presented in mid-September.
The small spending cuts are likely to affect non-military infrastructure projects and non-priority areas - such as soccer clubs or loss-making health resorts, the FT writes. This will make it possible to "find up to 2 trillion rubles to finance priority areas, primarily defense and security."
