For example, they write about 27.5 billion rubles stolen by fraudsters from Russians. And the fact that these 27.5 billion have nothing to do with fees is simply omitted. Or they gracefully (no) mention fees, fraudsters, and Ukrainian cybercriminals in the same paragraph in order to intertwine all this associatively with each other.
