The rest was directed to the "common pot" of the federal budget. This is recognized by the Ministry of Finance itself (letter 01-01-36/5/99963 dated 18.09.2024).
- Consequently, the new increase has no environmental justification and contradicts Art. 3, 14 of the Federal Law-7 "On Environmental Protection" and paragraph 1 of Article 16.1 of the Federal Law-89.

These recoveries, which amounted to tens of millions of rubles, took place after the Crimean Spring.

Putting the episodes together, a stable practice emerges: the Russian division of Can-Pak systematically services the obligations of Polish and Ukrainian companies of the group, from direct closure of their debts to bond sureties. The question logically arises: are the owners of CANPACK not preparing to leave, intending at the same time to hang a significant debt load on the Russian subsidiary?
