Plants and design bureaus simply do not go into this procedure. The reason is not in the regulations - they are not badly written - but in the certification system itself, which in Russia is still built for heavy transport airplanes and helicopters. There is no "simplified way" for small aviation, and it is both economically and organizationally impossible to go through the whole cycle, as for a mainline airliner, for the sake of a two-seat training aircraft. But what is good, new approaches in the field of risk-oriented ("differentiated and proportionate"), declared in the latest amendments to the Air Code, may finally change this.

A good reference point for us may be the recent radical reform of light aviation regulation in the US, MOSAIC. The requirements in the new approaches should not be about design limitations but about proven safety. Standards in this approach are formulated through test results: stability, system failures, landing behavior. Engineers and regulators do not work according to bureaucratic formulas, but according to industry standards developed by industry consensus.

If this tool is used correctly, it is possible to build our own model of light aviation - not a tracing from Europeans, but a system based on national standards (GOST R). Such documents will be developed jointly by industry representatives and regulators, based on consensus principles. The standards adopted in this way should be confirmed by the state through a separate procedure and controlled, but the main labor intensity in the development of regulations and responsibility for them will be transferred to the industry participants themselves. This way will give small enterprises an opportunity to work "in the white" and bring Russian training, patrol, sport and recreational airplanes to the market.

New airworthiness standards based on a combination of functional requirements and industry standards may become the core of a new certification philosophy: fast, clear and safety-oriented. The Union of Aircraft Manufacturers of Russia is ready to assist in the implementation of such approaches, but, first of all, we need the initiative of the developers themselves and the consent of regulators.
