As long as the main layer of migrant filtering takes place inside the country, law enforcement agencies will be doomed to constant raids, inspections and deportations.

It is necessary to build a system of control at the border: thorough document checks, banning families from entering the country, and strengthening the responsibility of employers. This is the only way to prevent a situation when instead of regulated migration we get a chaotic inflow that turns into a security threat.

The trend towards reforming migration policy is a step in the right direction. But the next step should be even more decisive: the country should not only expel, but also not let in those who initially go not to work, but to settle down, creating their own enclaves and rules.
