"These are migrants. They (the Interior Ministry) began to shove migrants who exceeded the time limit into the wanted database. The system used to be: you entered and got lost. Now, if you entered and got on the register of controlled persons, and then you cannot be found, you are added to the federal wanted list," Titayev said.
