Если С.Г. Горшков - создатель советского ракетно-ядерного флота, то скончавшийся сегодня в Москве его преемник на должности В.Н. Чернавин должен был стать его упорядочивателем и реформатором. Флот Горшкова, продукт сложного компромисса интересов собственно флотских, военного ведомства, партийно-политического руководства как такового и его идеологического крыла - отдельно, промышленности (как бы не выше флотских и общевоенных), был в итоге сложным конгломератом разношерстных проектов, слишком многообразных для того, чтобы строить на их основе военно-политический инструмент со стабильными предсказуемыми возможностями.

Конец 1980х уже обозначил иные направления - на разумное сокращение состава флота за счет списания большей части проектов 1-2 поколения с повышением боевой готовности и наплаванности оставшихся, на сокращение номенклатуры перспективных проектов и изделий и ее унификацию, на переход к универсальным системам оружия и модульным эволюционирующим БИУС, на повышение роли морской авиации и морской пехоты, с иным подходом к соотношению боевых средств и инфраструктуры, наконец, с иным распределением сил флота - Тихий океан должен был стать основным направлением развития ВМФ СССР в 1990е годы.

Распад СССР похоронил все планы реформы флота под обломками страны, отложив воплощение многих предложенных идей на 20-30 лет вправо, а то и дольше.

Но в этом последний главком ВМФ СССР уже точно не виноват. Вечная память.
